QLDC Councillors to Consider Special Housing Areas Deeds

Queenstown Lakes District’s Councillors will be asked to consider the next stage in Special Housing Areas (SHA) applications for the Upper Clutha at their next Full Council meeting this Thursday.
Having been approved in principle at previous meetings, Stakeholder Deeds have been negotiated for proposed SHAs off Gordon Road in Wanaka and Cemetery Road in Lake Hāwea. The Stakeholder Deed is a legally binding deed of agreement between Queenstown Lakes District Council (QLDC), Queenstown Lakes Community Housing Trust (QLCHT), and the Developers, setting out requirements such as infrastructure, wastewater management, and affordability mechanisms.
The Deed also prescribes the percentage of developable land to be provided for the QLCHT, and when this will be delivered within the development programme.
QLDC General Manager Planning & Development Tony Avery confirmed that the Deeds form the final decision-making point for Councillors in the Special Housing Areas application process.
“Councillors will be asked to agree in principle with the contents of these draft Deeds. Should they do so the next step in the process is for them to delegate authority to execute the deeds on behalf of Council, and recommend to the Minister that the two sites be established as Special Housing Areas,” said Mr Avery.
After signing the approved Deed, QLDC would have ten working days within which to make its recommendation to the Minister.
If the Minister were to approve the recommendations and confer SHA status on the proposed sites in Wanaka and Lake Hāwea, subsequent developments would need to be approved through existing resource consent application processes.
The draft Deeds will be considered in a public excluded part of the meeting.
